Tokyo, Japan
Highlight
The world's first mandatory city-level cap-and-trade for buildings, cutting urban emissions since 2010.
Extended description
The Tokyo Cap-and-Trade Program is a pioneering city-level carbon-pricing scheme launched in 2010, the first mandatory urban cap-and-trade designed for large commercial and industrial buildings such as offices, universities, hotels and hospitals. Buildings receive emissions caps based on historical use and must cut emissions through efficiency or buy allowances if they exceed them. It has delivered substantial, verified reductions and shown how cities can price carbon effectively.
