Resilient Infrastructure PPPs

Integrating Climate Risk (Japan)

Japan (e.g. Sendai)

Highlight

Japanese public-private partnerships build disaster resilience into infrastructure from the outset.

Extended description

Japan has embedded resilience to natural disasters and extreme climate events into infrastructure delivered through public-private partnerships (PPPs). After the 2011 earthquake and tsunami, cities such as Sendai introduced stricter resilience criteria into projects and operator contracts, with specific technical requirements, control mechanisms and clear responsibilities for damage. Rather than adding resilience later, the model shares climate risk between public and private partners from the start.
